Proof of Life and Foreign Pensions in Thailand: Life Certificates for Retirees

Keeping your home pension paid while you live in Thailand: forms, witnesses and deadlines.

If you draw a pension from home while living in Thailand, the paying agency will usually ask you, about once a year, to prove that you are still alive. You sign a form, someone who is allowed to confirm your identity signs or stamps it, and you return it before a deadline. Miss that deadline and the pension can stop.

The form goes by many names: life certificate, proof of life, leveattest, levnadsintyg. The idea is the same everywhere. Agencies at home cannot see Thai population records, so they rely on a paper or digital confirmation from you. The details differ a lot between countries, though: who may witness it, whether you can send it online, and how long you have. This page sets out what four agencies say on their own pages (checked in October 2026), how to get a form witnessed in Thailand, and what to do if a letter goes missing.

Life certificates from Thailand (checked October 2026)

Norway (NAV)
Once a year, letter usually in early April; 2 months to reply; ordinary post only
Sweden (Pensionsmyndigheten)
Every year; can be sent electronically or by post
Denmark (Udbetaling Danmark)
Every year when asked; 2026 deadline was 31 August; online with MitID
United Kingdom (DWP)
When the form arrives; return within 16 weeks; post, not e-mail
Who can confirm
Varies: witnesses, a public authority, a notary, police, embassy

Why the letter matters more than the visa rules

Most retirees in Thailand spend their energy on the immigration side: the bank balance, the yearly extension and the 90-day report. Our guide to the Thai retirement visas covers that money test. The life certificate is a different system, run by your home country, and it has nothing to do with Thai immigration. But the two are linked in practice. If the pension stops, the monthly income you show to immigration can stop with it.

The agencies are not trying to catch you out. They have a duty to stop payments to people who have died, and a yearly check is how they do it for pensioners abroad. Treat the letter as one of your fixed yearly tasks, like the visa extension, and keep a copy of everything you send. If you split the year between Thailand and home, our guide to wintering in Thailand helps you plan around the spring letters.

Norway: NAV's leveattest goes by post only

NAV sends the life certificate letter once a year, usually at the start of April. You have two months from the date on the letter, and NAV does not extend that deadline. If you miss it, you get a reminder with a new deadline, and payment stops only if you also miss that one.

You sign the form yourself. Then either two adult witnesses of full legal capacity, or a public authority where you live, confirm that you are alive. If you are registered in Norway's contact and reservation register, the letter can reach you digitally in your pension inbox, but the signed form must still go back by ordinary post. NAV says it does not accept digital submission, registered post, courier or e-mail. That last point surprises many people, so allow for slow international mail from Thailand and post the form early. (NAV page updated 31 August 2026.)

Sweden: a long list of approved certifiers

Sweden's pension agency wants a levnadsintyg each year. According to the Swedish embassy's guidance, the form must carry a stamp and signature from an approved certifier. The list is broad: Försäkringskassan, a Swedish embassy or consulate, the Church of Sweden, a foreign social insurance institution, a notary public, a foreign population register authority, or a foreign police authority. In principle that includes Thai bodies of the right type, but it is up to the foreign authority whether it agrees to sign.

In special cases, such as a long hospital stay, a doctor's certificate may be accepted after contacting Försäkringskassan first. You can send the completed form electronically through Pensionsmyndigheten's website or by post to Östersund. (Embassy page updated July 2025; the Swedish embassy in Bangkok's own page could not be read when we checked.)

Denmark: MitID makes it easy, a late reply costs months

Udbetaling Danmark asks pensioners abroad (folkepension, førtidspension and seniorpension) to confirm every year, by letter. For 2026 the deadline was 31 August 2026. With MitID you can reply online. Without it, you sign, and a witness signs, or a public authority signs and stamps. The 2026 form can be returned through Digital Post, by e-mail (which the agency says is not secure) or by post to Hillerød.

The penalty for lateness is real money: if you reply late, the pension restarts only from the first of the month after your reply arrives, so the months in between are lost. Danish pensioners in some countries, including Norway and Sweden, normally get no form at all because of data exchange between authorities. Thailand is not on that list, so expect the letter.

United Kingdom: the DWP form and who can witness it

The Department for Work and Pensions may send a Life Certificate at any time. Return it within 16 weeks of the date on the letter, or payments may stop. You must sign in front of your witness and show photo ID, such as a passport, national ID card or driving license. Post the form back; the DWP says not to e-mail it.

The witness must not be related to you by birth or marriage and must not live at your address. The form lists suitable professions, among them a police officer, a teacher, an authorized bank officer, a registered doctor, dentist, nurse, pharmacist or optician, a lawyer, a notary public, and a civil servant or government employee of the country you live in. The witness does not need to live in the UK or hold a British passport. (Form IPC SU 698, January 2026.)

A British State Pension paid in Thailand does not rise each year. GOV.UK says the pension is uprated only for people living in the EEA, Gibraltar, Switzerland or a country with a social security agreement that provides for it. Thailand is not named, so the amount stays at the level it had when you moved or first claimed.

Other countries: SSA, Kela and Services Australia

We could not verify the current rules of the US Social Security Administration, Finland's Kela or Services Australia for this page: their sites did not answer our checks, or we did not find a page we could read in full. Rather than repeat second-hand claims about their forms, frequency and deadlines, we suggest you take those details from the agency itself. Log in to your online account with the agency, or call it, and note in your diary when the last request came.

If you receive a pension from a private or occupational fund as well as a state pension, ask that fund too. A private fund may run its own check, separate from the state agency and on its own timetable.

Getting the form signed in Thailand

The common belief that only your embassy can sign is wrong for all four agencies above. Each accepts other confirmations, so start with the cheapest person who meets your agency's rules:

Whichever route you choose, make sure the stamp is legible and the signer writes their name and title clearly. Take a photo or scan of the completed form before you post it, and keep the post office receipt; our page on post office hours helps if you are near a deadline.

A change of address in Thailand can make you miss the letter. Agencies send the request to the address they hold. If you move condo or spend the summer at home, update your address with every pension payer first, and check your online inbox with them each spring.

Where the pension lands, and the tax question

Most retirees have the pension paid into a home account and transfer money as needed, while others have it paid straight to Thailand. Our guide to opening a Thai bank account explains what the banks ask for. Bringing pension money into Thailand can also have tax consequences once you count as resident, which our page on tax residency and foreign income explains. A life certificate does not change your tax position either way.

Retirees should also think about the paperwork their family will need one day. Our guides to making a will in Thailand and to what happens when someone dies in Thailand cover that side; pension agencies must be told about a death too.

If the pension has already stopped

Contact the agency at once, by its online service or by phone, and ask what it needs to restart payment. For NAV, a reminder with a new deadline comes before payment stops, so a stopped pension usually means two letters were missed. For Denmark, every month of delay is a month lost, so do not wait for the next post run. Keep enough savings in Thailand to cover two or three months; it also helps with the money rules for a trip home on a re-entry permit and the yearly visa cycle.

Frequently asked questions

Can I send the NAV life certificate by e-mail from Thailand?

No. NAV says the leveattest must be returned by ordinary post, and it does not accept e-mail, digital upload, registered post or courier. Post it early, because mail from Thailand to Norway can take a while.

Does the embassy have to sign my life certificate?

Not for the four agencies we checked. Norway accepts two adult witnesses or a public authority, Denmark a witness or an authority, the UK a long list of professionals, and Sweden includes notaries and foreign police. The embassy is one option among several.

Can a Thai police officer witness my UK life certificate?

The DWP form lists a police officer and a civil servant of the country you live in as suitable witnesses, and the witness need not be British. Whether a particular Thai officer agrees to sign is up to them, so ask politely and explain the form.

What happens if I miss the deadline for a Danish pension?

Udbetaling Danmark restarts the pension only from the first of the month after your reply arrives. The months between the stop and the restart are not paid, so reply as soon as you can, ideally online with MitID.

Do I need a life certificate if I have a Thai retirement visa?

Yes, if your pension agency asks for one. The certificate is your home country's rule and has nothing to do with Thai immigration. Your visa status does not replace it.
